CHARTER: alt.binaries.sounds.mp3.electronic is for non-dance Electronic music
in MPEG-1 Layer III (.mp3) format. As a genre, Electronic includes varieties
of electroacoustic music such as IDM (Intelligent Dance Music), Experimental,
Avant Garde, Minimal, Ambient, various forms of Techno, and other musics
which are or may be primarily distinguished first and foremost as Electronic.
Appropriate content necessarily excludes dance music, rave culture Techno or
"club" electronica, or other content which is principally dance music that
has traditionally (and will continue to be) posted to the
Compression schemes other than MPEG-1 Layer III (.mp3) and non-audio files are
banned, with the sole exceptions of text-formatted .nfo ("zero file")
descriptors and/or .jpg scans accompanying related audio files only. Discussion,
requests, and other comments are discouraged and referred instead to the
hierarchy's alt.binaries.sounds.mp3.d and alt.binaries.sounds.mp3.requests
Off-topic material, advertising (spam), flooding, cancel attacks, virus
infected binaries, and abusive crosspostings are prohibited. Posters should
use the guidelines outlined in the alt.binaries.sounds.mp3.* FAQ at
JUSTIFICATION: A count of posts available complete on several commercial News
Service Providers (including and most particularly EasyNews) in the 3 months
from 15-Dec-01 to 15-Mar-02 showed 3,197 relevant individual files (complete
binary .mp3s) of non-dance Electronic music posted to alt.binaries.sounds.mp3
and alt.binaries.sounds.mp3.dance, excluding crossposts, an average of > 35
files (approximately 190 MB) per day.
There is currently not one group devoted to Electronic music; the vast majority
of these posts have been made to the .dance group on an entirely ad hoc basis. A
central repository would not only be convenient, but would alleviate the
inappropriateness of non-dance music being posted to an improper group within
the alt.binaries.sounds.mp3 hierarchy. This split-off has been discussed in
alt.binaries.sounds.mp3.dance with no objections.
Further, as Electronic is a base and well-recognized musical genre, it is a
wholly and appropriately named complement to the existing selection of valid
alt.binaries.sounds.mp3 genre groupnames.
COMMENT: Many participants have discussed at length the creation of
alt.binaries.sounds.mp3.electronic in alt.binaries.sounds.mp3.d, and there
has been a well-considered consensus for this .electronic mp3 binaries group.
